Job Description

The Columbia County New York Treasurer's Office is seeking a dynamic and experienced Billing Specialist to join our team!

This position involves responsible and specialized clerical and financial accounting duties within the Columbia County Treasurer’s Office, focused primarily on processing, billing, and securing reimbursement for Medicare, Medicaid, and third-party health insurance claims. The incumbent is responsible for ensuring compliance with complex federal, state, county, and institutional regulations and accurately reporting financial information. This position involves account-keeping tasks, and claims processing. This position is a competitive Columbia County Civil Service position and will be filled provisionally until a final applicant can be selected from a Certified List of Eligibles. The Provisionally appointed person is required to sign up for the test when it is first offered, and be eligible to be appointed permanently. To test for this position, the applicant must be a resident of Columbia, Albany, Ulster, Dutchess, Rensselaer or Green County, NY at the time of the exam and four (4) months prior to the date of the appointment

Required Knowledge, Skills, and Abilities

  • Regulations and Compliance: Good knowledge of federal and New York State regulations related to Medicare, Medicaid, and third-party health insurance billing, including coverage criteria, billing rules, and provider responsibilities.
  • Billing Procedures: Good knowledge of medical billing requirements, procedures, and coding systems.
  • Insurance Coverage: Strong understanding of Medicare, Medicaid, and third-party health insurance plan coverage and authorization requirements.
  • Office Procedures and Software: Comprehensive knowledge of standard office terminology, procedures, and equipment. High proficiency in using computer software, including Microsoft Office (Word, Excel) and specialized medical billing software.

Skills and Abilities

  • Analytical and Problem-Solving: Ability to analyze and resolve billing discrepancies, manage and reconcile billing and payment details, and interpret complex insurance coverage rules to create accurate reimbursement models.
  • Technical and Mathematical: Ability to perform complex arithmetic computations accurately and to operate a personal computer and relevant software efficiently.
  • Communication: Strong written and verbal communication skills for effective interaction with insurance companies, government agencies, and colleagues.
  • Organizational and Detail-Oriented: Exceptional attention to detail for ensuring accuracy in coding and financial reporting. Ability to organize, maintain, and prepare accurate records, files, and spreadsheets.
  • Interpersonal and Collaborative: Ability to develop and maintain effective working relationships and to deal tactfully and courteously with others.
  • Confidentiality: Ability to handle and maintain the confidentiality of sensitive financial and medical records in compliance with HIPAA regulations.
  • Compassion and Judgment: Ability to exercise tact, courtesy, and good judgment, and to deal compassionately with individuals as needed.

MINIMUM QUALIFICATIONS:

(A) Graduation from a New York State registered or regionally accredited college or university with an Associate's Degree or higher in Accounting, Business, or a closely related field and one year of experience processing Medicaid claims, Medicare claims or commercial insurance claims in a hospital, nursing home or long term care facility; OR

B) Graduation from high school or possession of a New York State equivalency diploma and three (3) years experience processing Medicaid claims, Medicare claims or commercial insurance claims in a hospital, nursing home or long term care facility; OR

C) An equivalent combination of training and experience as indicated in A) and B) above.

NOTE: One year of specialized experience is required. Education beyond the Associates Degree cannot be substituted for experience.
