Job Summary
If you are looking for a position where you are responsible for performing predictive analyses, program evaluations, and cost-benefit analyses, then this job is for you! The office of Planning, Policy and Analysis develops PSA's strategic plan and framework and measures Agency progress against stated targets. This is not a law enforcement position.

Major Duties
- Manage the development of policies, procedures, and guidelines.
- Apply knowledge of the PSA mission and of pretrial and related criminal justice requirements to establish priorities, plans, and milestones for policy development.
- Prepare and coordinate policies and procedures ensuring that they meet mission requirements and those of customers and stakeholders.
- Assess policy implementation and effectiveness.
- Revise policies and procedures as necessary and provide guidance to program staff in policy interpretation and application.
- Maintain awareness of and analyze new and revised federal policies and incorporate them into PSA procedures.
- Provide expert input in the development of policies, plans, and strategies to improve departmental data management.
- Independently draft justification narratives and performance summaries.
- Develop methodology for and conduct or lead teams performing studies in areas such as trends in pretrial services.
- Prepare reports of studies with conclusions and recommendations for potential application to PSA.
- Represent OPPA and PSA in planning, evaluation, and other efforts with CSOSA and other criminal justice agencies.
Education
There is no education substitution at the GS-12 and GS-13 grade levels.
Requirements
Conditions of Employment:
- Must be a U.S. Citizen.
- Males born after 12-31-59 must be registered for Selective Service.
- Suitable for Federal employment, determined by a background investigation.
- May be required to successfully complete a probationary period, if not already completed.
- All applicants are subject to a comprehensive criminal background investigation.
- All Federal employees are required to have Federal salary payments made by direct deposit.
- Status applicants for promotion must have 52 weeks of service at the next lower grade.
- Time-in-grade requirements must be met by the close of this announcement.
- Will be required to complete a Confidential Financial Disclosure Form within 30 days of appointment and annually thereafter.
