SUMMARY: Under general supervision, provides operational and logistical support to the Board of Education (School Board), including but not limited to board meeting coordination, constituent interaction support, and other assigned administrative support duties. Serves as assistant school board clerk.


ESSENTIAL FUNCTIONS -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

 

  • Coordinates all board and board committee meeting logistics including development and preparation of agendas and materials, public comment process, calendar planning, drafting resolutions, and organizing respective support staff necessary to run meetings. 
  • Serves as assistant board clerk and supports all duties of the board clerk, including drafting minutes, filing documents and reports, and providing notices and ensuring compliance with the Minnesota Open Meeting Law.
  • In partnership with the Office of General Counsel and the Office of the Superintendent, develops draft policies and manages policy development processes.
  • Coordinates efforts with the School Board and the Office of the Superintendent to assist in the creation and dissemination of communications tools and media related to the Board, fact sheets, policy and fiscal note analyses, as directed. 
  • Manages information flow requested by, or submitted to, the School Board individually and collectively; coordinates efforts and works collaboratively with multiple stakeholders within time sensitive deadlines.
  • Manages administrative tasks of the School Board including the board budget, board website, boardroom usage, and travel arrangements, expense reimbursements, and school visit scheduling for board members. 
  • Serves as the parliamentarian for the School Board.
  • Coordinates school board elections and all required campaign finance and other reporting requirements.
  • Mentors and supports the student board representatives.
  • Maintains and develops all board member orientation and training materials and related resources. 
  • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment.
  • Maintains absolute confidentiality of work-related issues, records, and MPS information.
  • Enthusiastically promotes the Board of Education and the Superintendent’s goals and priorities in compliance with all policies and procedures.

 

MINIMUM QUALIFICATIONS

 

Education, Training and Experience Guidelines 
Bachelor’s degree in in Education or Public Administration; AND four (4) years of professional public policy administration experience; OR An equivalent combination of education, training and experience as determined by Human Resources.

 

Knowledge of:

  • Minnesota civil statutes, rules, administrative orders, policies and procedures, and applicable Federal rules and regulations governing public education, school boards, and political subdivision governing bodies.
  • MPS organization, operations, policies and procedures.
  • Principles and practices of public information, media relations and effective community outreach.
  • Principles and practices of parliamentary procedures.
  • MPS administration policies, including accounting, budgeting, union contracts and personnel rules.
  • Professional standards for business correspondence, writing, spelling and grammar.
  • Principles and practices of effective customer service to internal and external constituencies.
  • Business and personal computers, and specialized software applications.
  • Principles of record keeping, records retention, records management, and file maintenance.
  • Project management and analytical techniques.


Skill in:

  • Analyzing administrative policy and operational issues, interpreting laws and regulations, evaluating alternatives, and developing recommendations for effective resolution of issues and priorities.
  • Researching, compiling, summarizing, preparing and maintaining informational and statistical data.
  • Reviewing and analyzing MPS issues and developing recommendations for managing issues.
  • Exercising judgment, discretion and creativity in response to changing situations and needs.
  • Researching, collecting, analyzing, and preparing data; and generating reports.
  • Understanding, and applying relevant rules, ordinances, codes, regulations, policies, procedures, administrative orders and other governing regulations.
  • Planning, prioritizing and completing assignments with minimum supervision.
  • Establishing and maintaining effective working relationships with co-workers, elected officials, general public, government agencies, special interest groups, and advocates.
  • Dealing tactfully and courteously with individuals seeking information about MPS functions and activities.
  • Operating a computer using standard and specialized software.
  • Communicating effectively verbally and in writing.
  • Multitasking and working under substantial time and assignment pressure.
  • Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.
  • Collaborating with a variety of individuals from various socio-economic, ethnic and cultural backgrounds.

 
LICENSE AND CERTIFICATION REQUIREMENTS 
Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation. A valid Minnesota State Driver’s License required.

WORKING ENVIRONMENT:
Work is performed in an office field setting. Subject to occasional travel to a variety of locations.
