Under the general direction of the Branch Manager of the Fuels Analysis Branch, the Supervisor serves as the highest-level resource specialist and performs very difficult technical work relating to public utilities along with a variety of supervisory, program evaluation, planning, policy analyses, and formulation activities including technical review and feedback to staff on written work products. The Supervisor leads, supervises, and directs multi-disciplinary team working on a variety of technical and analytical tasks related to Natural Gas Generation including assessing the interaction between the natural gas and electricity sectors, the effects of changes in generation fuels markets on electricity generation markets, and estimates of future generation fuels consumption and prices under various policy scenarios. The Supervisor also works to provide a positive working environment for that team.  The Supervisor also confers with and assists the Branch Manager, Executive Leadership, and Commissioner leadership on Division policies and objectives and coordinates the work of the section with other sections of the Division on a broad spectrum of subject areas within the unit’s portfolio. In addition, the Supervisor represents and supports the Division and California Energy Commission (CEC) in meetings, briefings, conferences, and workshops, engaging other agencies, the Legislature, companies, research organizations, communities, and other stakeholders; participates in investigations and hearings and testifies as an expert witness in proceedings before the California Public Utilities Commission and courts; and prepares correspondence and reports.

Working Conditions

The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on t he needs of the division. Work hours beyond the eight-hour workday or forty-hour workweek may at times be required. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.

Teleworking is only available for employees who reside in California. You must be located in California and provide your in-state address prior to your start date.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  1. Experience in supervising a technical program or other analytic function, especially in times of organizational change.   
  2. Ability to supervise and coordinate the work of a team of technical specialists with at times varying priorities and to lead them toward the production of timely, quality work products.   
  3. A broad understanding of the state’s energy policies, and their impact on energy demand and the state’s electricity system.
  4. Familiarity with various modeling methods for scenario modeling such as, for example, econometric modeling and/or end-use engineering models.
  5. Proficiency on a personal computer and experience with programing/coding in Python, R, SAS, or similar programs, and experience with spreadsheet and/or database software, such as Microsoft Excel.
  6. Solid experience with project management techniques.
  7. Ability to build a team and direct, motivate, and earn the respect of staff.
  8. Ability to manage and resolve conflict, and to productively collaborate and exchange ideas with individuals whose analysis may represent difficult conclusions or contrary opinion.
  9. Ability to professionally represent the Division in meetings and/or workshops with agencies, interest groups/public as well as public meetings, conferences, and hearings.
  10. Ability to effectively write, review, and edit technical program information. Ability to gather, compile, analyze, interpret and communicate written and numerical research data.
